Terence Davis, a partner at Morgan & Morgan in Washington, D.C., has dedicated his legal career to pursuing justice for people who feel overlooked or unheard.

Davis represents those who have suffered serious injuries due to negligence, with his practice focused on catastrophic injury, wrongful death and complex personal injury litigation in the DMV region. He works to hold corporations, insurers and government entities accountable when negligence causes harm.

Davis represents the family of Zoey Harrison, a 3-year-old killed during a high-speed police pursuit. He filed a wrongful death lawsuit on behalf of the Harrison family against multiple police departments, Prince George’s County and the driver involved in the crash, alleging negligence in the initiation and management of the pursuit. “The pursuit began over a minor traffic infraction and created a foreseeable danger to innocent motorists,” Davis said. The case received regional media coverage and contributed to discussions around police pursuit policy, including legislation known as Zoey’s Law, aimed at strengthening oversight and safety standards for police chases.

Before joining Morgan & Morgan, Davis served as an associate county attorney for Prince George’s County, where he represented the county in workers’ compensation matters before the Maryland Workers’ Compensation Commission and in Maryland courts. Earlier in his career, he represented injured workers and accident victims in private practice. Transitioning into personal injury litigation was a challenge Davis met with a proactive approach.

He pursued mentorship from experienced trial attorneys, studied case law and litigation strategy and built systems for case preparation and trial readiness — an experience he describes as reinforcing that challenges present opportunities for growth for those willing to put in the work.

Outside of his practice, Davis mentors aspiring attorneys and speaks with students about careers in law, emphasizing that success in the profession is rooted in hard work, integrity and a genuine commitment to helping others. His long-term goals include shaping policies and legislation that better protect the public and expanding access to strong legal representation for injured individuals.

Davis earned a Bachelor of Arts in management from Clemson University and a Juris Doctor from Charlotte School of Law. Originally from Charleston, he was the South Carolina Low country champion at age 12, an experience he credits with instilling the discipline, focus and the value of hard work that have stayed with him throughout his life and career.
