JENNIFER RIOS

Dr. Jennifer Rios, CEO of Pinnacle Software Consulting Inc., DBA PSCI-LIA, leads with a philosophy that prioritizes people over profit and cultivates a workplace where every employee feels valued and supported. As the head of a minority- and veteran-owned IT business, she maintains a strong connection to her team through regular check-ins, active listening and personal touches like handwritten birthday and anniversary cards and surprise team lunches.
Rios has implemented a flexible remote-work policy allowing employees to work from home every Wednesday plus one additional day of their choice each week. She invests in her team’s professional growth through leadership development programs, project management training and team-building activities that strengthen collaboration and trust.
Recent developments in Maryland have significantly impacted her organization. Delays and shifting priorities in state contracts have affected revenue projections and pipeline continuity, creating challenges for sustained growth and workforce stability. The proposed 3% tax increase on IT services adds further uncertainty, prompting Rios to evaluate relocation options to states with more business-friendly environments.
Beyond her corporate leadership, Rios serves her community in multiple capacities, including chair of the Maryland Latino Caucus Foundation, Maryland state commissioner for Hispanic affairs and president and founder of the Hispanic Chamber of Commerce of Prince George’s County. She also serves as a board member for the Hispanic Chamber of Commerce Montgomery County and multiple advisory councils focused on advocacy, education, youth engagement and business development. She believes leadership extends beyond personal success to lifting others and mentoring future generations, particularly women, Latinos, veterans and aspiring entrepreneurs.
“I believe in people over profit, and that humility and humanity must always lead,” Rios said. “My values, morals, and duty to this country are not optional—they are my priority.”
