Her landmark legislative achievements include groundbreaking bills that established national models for policy innovation. In 2010, she authored HB496, the No Representation Without Population Act, making Maryland the first state to ensure incarcerated individuals are counted in their home communities for redistricting rather than where they are incarcerated. She created the Maryland Lynching Truth and Reconciliation Commission through HB307 in 2019, establishing the first state commission to investigate racially motivated lynchings and support restorative justice.
Peña-Melnyk’s health policy leadership produced the nation’s first Prescription Drug Affordability Board through HB768 in 2019, which addresses skyrocketing drug costs by setting upper payment limits. Her HB814 established the Maryland Easy Enrollment Health Insurance Program, using state tax forms to connect uninsured individuals to coverage and creating a national model for innovative outreach.
Beyond legislation, Peña-Melnyk demonstrates commitment to developing future leaders through mentorship. Each year, she mentors at least five interns in her legislative office, creating opportunities for emerging professionals. One notable example involved a young Latina who was the first in her family to attend college.
Despite lacking a traditional resume, Peña-Melnyk provided research, writing and testimony presentation opportunities that revealed the intern’s talents as a writer and speaker, ultimately leading to the intern’s full-time state employment.
Peña-Melnyk maintains strong relationships with Maryland’s business community, working closely with organizations including the Laurel Board of Trade and Maryland Hispanic Chamber of Commerce. She supports minority and women-owned businesses, advocates for streamlined licensing processes and personally addresses bureaucratic obstacles. Her approach emphasizes transparency, responsiveness and creative problem-solving to ensure all Marylanders benefit from a vibrant, inclusive economy.
