Outten earned a Bachelor of Communications from Salisbury University in 2016 and completed a certificate in offshore wind project management from the University of Delaware in 2020. She is currently pursuing dual master’s degrees in business administration and public policy from the University of Maryland.
Her career includes positions as stakeholder manager for Maryland and Delaware markets at Orsted from 2018 to 2022 and stakeholder manager at Oceantic Network from 2022 to 2023. She began her career as a news correspondent at Delmarvanow in 2017. Concurrently with her current role, Outten served as councilwoman for the City of Salisbury in 2023.
“Serving on Salisbury City Council, I delivered real solutions to the issues facing residents; opening Anne Street Village, a transitional housing program to support chronically homeless residents, to deliver workers’ rights and making Salisbury the first Eastern Shore municipality to formally recognize our police, fire, and government unions,” Outten said.
Outten currently serves as trustee for the Wicomico County Library Board of Trustees and board member for Reproductive Justice Maryland. She chairs the Women’s Caucus for Young Democrats of Maryland and the Wicomico County Women’s Commission. She also serves on the board of Shore Progress and previously served as commissioner for the Critical Area Commission for the Chesapeake & Atlantic Coastal Bays in 2023.
Through Salisbury University’s Presidential Scholars Program, Outten mentors honor students developing year-long community projects. This year’s cohort conducted a Community Strengths Survey that led to the creation of Wicomico County’s first Pink Pantry, providing free menstrual care products to residents.
Her professional memberships included Women Renewable Industries and Sustainable Energy from 2020 to 2022 and Worcester County Young Professionals from 2017 to 2018. She received 40 Under 40 recognition from the Community Foundation of the Eastern Shore in 2024.
