United Way of Central Maryland

Jill Palmore serves as senior director of clinical case management at United Way of Central Maryland, where she oversees three employees within the nonprofit organization’s 185-person workforce. Based in Baltimore, Palmore has built her career around social work and community development through multiple roles at United Way since 2017.

Palmore earned her Master of Social Work with a specialization in Management and Community Organization from the University of Maryland School of Social Work in 2014. She completed her Bachelor of Arts in Psychology with a minor in Studio Art at St. Mary’s College of Maryland in 2009.

Her professional journey began at The Board of Child Care as a unit supervisor for semi-independent living from November 2009 to September 2013. She served as assistant director of child and adolescent community services at Mosaic Community Services from September 2014 to December 2016 before joining United Way of Central Maryland.

At United Way, Palmore advanced from family stability case manager in July 2017 to community school coordinator in January 2020, then director of neighborhood zone in Brooklyn in October 2022, before assuming her current role in October 2024.

Palmore considers her most significant professional accomplishment to be her involvement in expanding direct services. “My involvement in the expansion of direct service work at UWCM. I was fortunate to join a team doing neighborhood-level work in South Baltimore ahead of the work being scaled. I built a strong foundation in our guiding principles and am proud to be a part of our growth,” Palmore said.

Palmore’s approach to community work operates on multiple levels. “As a Social Worker, my commitment to inspiring change is twofold: the individual level and the macro level. I have met so many incredible community members in my years in Baltimore and I hold their experiences close to my heart and lift them to others to increase understanding,” she said.

Since 2018, Palmore has served as a field instructor for master level interns from the University of Maryland School of Social Work. She describes field education as an integral part of social work education that provides opportunities for students to integrate classroom theory into practice and develop skills in a structured, supportive environment.
