Necole Parker, MBA, founder and principal/CEO of The ELOCEN Group, has built a thriving program and project management firm in the construction industry over the past 17 years. Parker established her company with the goal of bringing more parity to the male-dominated field.

Under Parker’s leadership, ELOCEN has expanded into new sectors, including sustainability and building operations. In 2022, the company began providing guidance for electric vehicle charging installations across 84 nationwide locations. The following year, ELOCEN secured a 30-year contract to manage building operations and maintenance for six new schools in Prince George’s County.

Parker’s business acumen has driven impressive growth, with the company’s revenue increasing by 3,503% during her tenure. She credits this success to empowering her team and adhering to core values of customer service, teamwork, integrity, passion, proactivity and results-driven performance.

“I embrace the leadership quality of empowering my team members to reach their full potential through constant pouring into and cultivation of their talents,” Parker said.

Beyond her role at ELOCEN, Parker serves on several boards, including the Prince George’s County Revenue Authority, Capital Region Minority Supplier Development Council and Virginia Union University. She is also the founder and chair of The ELOCEN Group Foundation.

Parker’s achievements have been widely recognized. In 2022, the U.S. Small Business Administration named The ELOCEN Group the 8(a) Graduate Firm of the Year at the district, regional and national levels.
