VIDEO – Annapolis Summit 2015: Phosphorous and the Chesapeake Bay

In the waning days of former Gov. Martin O’Malley’s term, his administration promulgated rules designed to require farmers on the Eastern Shore to control the amount of phosphorous in their fields. The so-called phosphorous-management tool was designed to control the use of poultry manure on fields – the runoff of which is a leading cause of pollution in the Chesapeake Bay. Farmers and the poultry industry have fiercely objected to the proposal, saying it would be a financial and regulatory burden. Gov. Larry Hogan has withdrawn the proposed regulation, to the consternation of environmentalists.
